{% comment %} What the compliance engine says about replying here, right now (SPEC §8). A pre-flight, rendered above the history so an agent knows before composing rather than after. There is deliberately NO platform branching in this file: apps/messaging/compliance.py returns a decision derived from apps.channels.policy as data, and apps/messaging/codes.py returns its sentence. A `{% if platform == "whatsapp" %}` here would be a second, drifting copy of a policy table that already exists. The one piece of prose that is passed through rather than looked up is `allowed_use_text`: SPEC §6.4 requires Meta's allowed-use wording to be shown verbatim, so the policy row carries it. {% endcomment %} {% if not compliance.allowed %}
