The tab strip at the top of a page (.tabs, the underline tabs in styles.css).

Used by the automations section, where Flows, Sequences and Templates are three
views of one job and used to be three separate rail rows. Rendered through the
same nav data as everything else, so "which tab am I on" stays the one
convention resolved in NavItem.resolved() rather than a fourth.

Args:
  groups: rendered nav groups — flow_tab_groups, for now the only set. Each page
          the strip leads to has to include it too (flows/list.html,
          campaigns/list.html, flows/template_gallery.html), or the tab that
          was just clicked vanishes along with its neighbours.
