  Workspace-wide counts, not the filtered view's: they answer "how much is
  running" whatever is selected below. Each card is also the quickest way to
  that section alone — it sets the status filter, and pressing it again clears
  it, which aria-pressed says out loud.

  Above the toolbar, so it is not inside the region the filters swap. A switch
  on a row moves a flow between sections, so every rows response carries this
  too, out of band (`oob`), and the counts never disagree with the list.
